Genea-Musings: Adding Photographs to my MyHeritage Family Tree ...

The MyHeritage.com website encourages members to upload family photographs to the web site, and makes it relatively easy and fast to do so.? One good reason to do this is so that other members of your tree - your children, siblings, parents, cousins, etc. - will do the same and enrich the family tree photo collection.

?MyHeritage also offers a family tree Online Memory Game (or sells cards to play the game) that uses the pictures, which is one thing I'm going to try to get my grandchildren interested in the family history (heck, maybe even my children, siblings and cousins too!).

There are at least two methods to add these photos, and I'll demonstrate the first of them below:

1) Method 1 - a Batch upload.

From the "Photos & Video" tab on the MyHeritage home page, and the "Add photos & video" link:


Clicking on either the "Multiple file upload" (many images) or "Simple?file upload" (3 images), the user can then select photos from the computer file system.? I chose the "Multiple file upload" and selected 37 photos from?my thumbnail photo files.? Here are the uploaded results:
The pictures went into a "Recent Photos" album on MyHeritage.com.? Now I need to "tag" my photos and attach them to persons in my MyHeritage tree.?

I clicked on the "Tag people" link (on the "Photos & videos" tab) and saw my photos, but got an error message:

The system wanted me to tag all photos that belong to the same person, but after about five seconds, I received?a "Communication error.? click "OK" to try again.? I got the error message repeatedly and finally Xed out and selected another link before the error message appeared again.

There is another way to add photos, and I'll look at that next time.

Fear of Risk Threatens Medical Innovation (LiveScience.com)

The words "risk" and "medicine" usually appear in the same sentence only when describing some ghastly possible side effect, but the notion and the acceptance of risk are at the very heart of modern medicine. Society has gambled billions of taxpayer and private dollars each year to find new therapies and spent billions more on clinical trials to ensure only the safest, least risky drugs or devices eventually win government approval.

Now, experts say, there is an often-unspoken fear of risk that threatens to kill the spirit of biomedical innovation. Whether it's avoiding the risk of spending money on possible breakthrough treatments or trying to screen out risk by extending regulatory reviews of new drugs or vaccines, society has responded to that fear in ways that may keep innovation sidelined.

"As long as society is informed that risk and benefit travel together, and is made aware of their relative weights, then society can decide how to balance these two elements," said Elazer Edelman, a cardiologist and director of the Harvard-MIT Biomedical Engineering Center. "The failure to inform, the lack of understanding and the inability to recognize that there is this balance is the biggest problem."

Innovation means taking risks, Edelman says. He and other experts explain how society might overcome a fear of risk and renew innovation, in a series that begins in the June 29 issue of the journal Science Translational Medicine.

The first of the expert opinions focuses on the funding of biomedical innovation.

The problem with Big Pharma

Risk in modern medicine begins with developing new treatments, such as those that helped extend the lives of Americans by 3.25 months annually over the past century. But the supply of "wonder drugs" has dried up despite $150 billion in private and public funding spent in 2010. The Food and Drug Administration received just 23 applications for new drugs in 2010, compared with 45 in 1996.

Part of the problem comes from companies directing researchers to focus on drugs that meet market demand, said Bernard Munos, founder of the InnoThink Center for Research in Biomedical Innovation, in Indianapolis. That meant refocusing on so-called blockbuster drugs that create revenues of more than $1 billion per year, and cutting back on independent research.

Companies also wanted to cut back on the risks of running into dead ends when testing new drug candidates. They began looked to "safer" late-stage drug development by using known classes of drugs to create "me-too" drugs that might offer slight improvements for treatments already in existence.

But that timid strategy has backfired. Many drug candidates fail regulator standards because they don't offer significant improvement over existing drugs.

"You've got this paradox where a so-called 'low-risk' strategy of sticking to what you know ? trying to replicate the breakthroughs or successes of the past by sticking to known families and known targets ? is actually very risky," Munos told InnovationNewsDaily.

The industry needs to recognize that there is no low-risk strategy for drug development, Munos said; only good- and bad-risk. In that vein, some companies have begun reviving the entrepreneurial spirit of embracing disruptive innovation and reaching out to form "innovation networks" with smaller, more nimble companies and academic labs.

Restarting innovation in the lab

At the same time, academia and the National Institutes of Health also have faltered on innovation, said cardiologist Andrew Marks, a founder of the Wu Center for Molecular Cardiology at Columbia University.

NIH reviews tend to shy away from high-risk ideas among grant proposals. Marks remarked that the NIH probably would have declined to fund proposals for testing germ theory, seeing how antibiotics work, or exploring the DNA double-helix hypothesis.

Researchers need more time and stability to focus on their lab work without the pressure of constantly applying for grants, Marks said. The NIH might consider providing startup lab support for five years instead of the current three, or funding the top 30 percent of grant proposals each year at a consistent rate of $500,000 over 10 years.

Similarly, a separate pool of funds could go toward high-risk innovation grants awarded to the top 20 percent of applications. To win grants, applicants would have to show past productivity and the ability to create paradigm-busting research or to use out-of-the-box approaches and technologies.

Finally, scientists need to share more resources and ideas without fear of competition among labs, Marks said. The NIH could develop more centers to pool public-funded resources, such as chemical and small interfering RNA (siRNA) libraries, collections of already-approved drugs, animal models used to study human disease, and genetic and genomic data.

Greek unions stage general strike

Trade unions in Greece have begun a 48-hour general strike, hours after PM George Papandreou urged parliament to back an austerity package.

Huge crowds of protesters are expected on the streets of Athens, while public transport is set to grind to a halt.

On Monday, Mr Papandreou said only his 28bn-euro (£25bn) austerity programme would get Greece back on its feet.

If the government loses, the EU and IMF could withhold 12bn euros of loans and Greece could run out of money in weeks.

French President Nicolas Sarkozy has said French banks are ready to offer new 30-year loans to Greece when its current debts fall due.

He said other European countries whose banks had lent money to Greece were considering the same model to help prevent a default. But the UK denied it was pressing banks to "take a haircut".

More than 5,000 police officers are due to be deployed in the centre of Athens on Tuesday morning, when tens of thousands of striking workers are expected to march towards parliament at 1000 (0700 GMT).

The general strike will disrupt or halt most public services, with doctors, ambulance drivers, journalists and even state-funded actors taking part.

Airports will be shut for hours at a time, with air traffic controllers walking out between 0800 and 1200 (0500-0900 GMT) and 1800 and 2200 (1500-1900 GMT). Ferries, buses and trains will also stop running.

The unions are angry that the government's austerity programme will impose taxes on those earning the minimum wage, following months of other cuts which have seen unemployment rise to more than 16%.

"These measures are a massacre for workers' rights. It will truly be hell for the working man. The strike must bring everything to a standstill," Thanassis Pafilis, a Greek Communist Party MP, told the Associated Press.

Some protesters have said they will encircle the parliament building to prevent MPs from entering. The austerity package and implementation law must be passed in separate votes on Wednesday and Thursday.

If the measures are passed, the next instalment of Greece's 110bn-euro bailout will be released by the European Union and International Monetary Fund.

European officials will also start to finalise the details of a second bailout - worth an estimated 120bn euros - designed to help Greece pay its debts until the end of 2014.

The BBC's Chris Morris in Athens says defeat for the government this week would sends ripples of anxiety right across the eurozone, with Greece facing the prospect next month of becoming the first member state to default on its debts.

As the debate in parliament on the austerity measures began, the prime minister warned a defeat would mean the national "coffers" would be empty within days and urged MPs to do their "patriotic duty".

Mr Papandreou added: "I call on Europe, for its part, to give Greece the time and the terms it needs to really pay off its debt, without strangling growth, and without strangling its citizens."

The new Finance Minister, Evangelos Venizelos, acknowledged that the cuts were "unfair" but said they were absolutely necessary.

He urged parties to work with the governing Panhellenic Socialist Movement (Pasok) because it would help build "greater national strength".

But the main opposition leader, Antonis Samaras of the New Democracy party, said the thinking behind the austerity package was flawed and that tax rates should be lowered rather than raised in order to stimulate the economy.

The outcome of the debate is uncertain. Mr Papandreou faces opposition from within Pasok, with two MPs saying they may oppose the bill.

The party has a slim majority, with 155 seats out of 300 in parliament.

E-Verify Bill Would Require Checks of Immigration Status | Legal ...

House Republicans, led by Reps. Lamar Smith (R-TX), Elton Gallegly (R-CA), and Steve King (R-IA), recently introduced a new bill, the Legal Workforce Act, that would require employers to verify the immigration status of potential employees over a federal E-Verify electronic system.

The proposed bill would gradually phase out the I-9 forms that businesses currently use to verify legal workers, and impose mandatory participation on most employers to check new workers? legal status through a government database.

The Current E-Verify System

The E-Verify program was originally established in 1997 as a pilot program created to prevent illegal immigrants from being hired. Currently, employers are required to complete Form I-9 for new hires, but they may volunteer to use the E-Verify program as a free, quick way to verify an individual?s immigration status.

The current system has been criticized as inaccurate for failing to keep up-to-date on changing names due to marriage and changes in citizenship status.

Changes Under the Proposed Bill

Under the proposed bill, employers would be required to enroll in E-Verify by a deadline based on number of employees. Businesses with smaller workforces will not be required to implement the system until up to 2 years after, if ever, the bill is enacted. Employers of farm workers are given 3 years to comply. The bill only applies to new hires and would not apply to seasonal farm workers returning to the same employer.

The bill would also impose criminal penalties on individuals for giving fraudulent identification numbers in an E-Verify screening.

Support and Opposition to the E-Verify Bill

Rep. Smith, who introduced the bill, says it would identify illegal workers and also help to alleviate the high unemployment rate by ensuring all businesses are hiring legal workers.

The bill has long been opposed by the agricultural industry, concerned that the new bill would decimate the agricultural workforce because most US citizens will not seek such labor-intensive jobs.

Immigrant rights groups also oppose the bill, citing reports that the current E-Verify system is flawed with inaccuracy and would have the effect of barring qualified workers from jobs. Others claim that the system will burden small business owners with prohibitive costs and will encourage employers to move into the cash economy.

State E-Verify Legislation Across the Country

Although the federal E-Verify system is currently voluntary, many states have passed legislation mandating business owners to utilize the system.

Recently, the Supreme Court upheld an Arizona law requiring all business in the state to use E-Verify or lose their business licenses. Other states that have passed similar E-Verify laws include Alabama, California, Colorado, Georgia, Illinois, Mississippi, Rhode Island, South Carolina, Utah and Virginia.

If the proposed federal bill passes, however, it will pre-empt state E-Verify laws.

Although there seems to be strong state support for the new E-Verify bill, only time will tell whether it will come to fruition.

The Ontario government has introduced new legislation to eliminate any confusion among the ranks of professional firefighters that resulted from the province's prohibition of mandatory retirement policies six years ago.

According to Canadian OH&S News, under the proposed amendments to the Fire Protection and Prevention Act, fire departments are allowed to include in their collective agreements language that requires professional (salaried) firefighters to retire at the age of 60 or older, according to Matt Blajer, a spokesman for Ontario's Ministry of Labor (MoL). The provision only applies to firefighters who are regularly assigned to fire suppression duties. The changes "reflect the general current practice in most municipalities and take into account the health and safety risks of this hazardous and physically stressful job," he added. (WCxKit)

Back in 2005, Ontario passed legislation to prohibit mandatory retirement clauses in collective agreements, though it did exempt the practice for cases where retirement would be allowed under the provincial Human Rights Code as a bona fide occupational requirement (BFOR).?

Mandating retirement at age 60 has been a BFOR for professionals in Ontario since the 1980s, but a 2008 challenge at the Human Rights Tribunal of Ontario served as a catalyst to demand greater clarity, says Fred LeBlanc, president of the Ontario Professional Fire Fighters Association.

The 2008 tribunal case involved Edwin Espey, a district chief in the London Fire Department who opposed being forced to retire at 60. The tribunal reaffirmed earlier decisions, noting that "the risks of cardiac events for firefighters are significant and increase with age, in particular after age 60.?The risk of an on-the-job cardiac event during emergency response is particularly high."

LeBlanc noted his association fears that without the amendments, the prospect of additional costly human rights challenges will continue. "We were saying to the politicians, 'We're going to have a revolving door here with the Human Rights Tribunal calling the same doctors, the same evidence.'"

Beyond cost, there is the matter of ensuring firefighter health and safety, he adds.

Liberal MPP Mike Brown, the Algoma-Manitoulin member who introduced a motion calling for the legislation, says that "hopefully we'll get it through the House before it rises in June." Given that Brown's motion received all-party support, he's hoping the same will happen for the bill.

But there are some observers who would like the legislature to take some time to mull over the changes.

Tim Beckett, president of the Ontario Association of Fire Chiefs, says the bill has "good intentions" but it is not perfect. "If this is done based on health and safety principles, then they've fallen short in protecting the health and safety of the volunteer firefighter," says Beckett, noting that volunteers would not be required to retire at any age from emergency duties.

"You cannot separate the full-time and volunteers," he contends. "A firefighter is a firefighter is a firefighter when it comes to the health and safety aspect."

LeBlanc agrees and remarks his association would not be opposed to mandatory retirement applying to volunteers. A few Ontario municipalities with volunteer departments have implemented retirement provisions, he adds.

"The key word is a volunteer," Brown remarked, arguing that they aren't truly employed and thus cannot be made to retire. Blajer makes the same point and adds that "from our meetings with stakeholders, we have been told that age restrictions for volunteers could severely impact or even shut down delivery of fire services in some smaller communities."

Implantable Device May Help Ease Tough Migraines | Fitness and Health

THURSDAY, June 23 (HealthDay News) ? An implantable device hidden in the nape of the neck may mean more headache-free days for people with severe migraines that don?t respond to other treatments, a new study suggests.

More than 36 million Americans get migraine headaches, which are marked by intense pain, sensitivity to light and sound, nausea and vomiting, according to the Migraine Research Foundation. Medication and lifestyle changes are the first-line treatments for migraine, but not everyone improves with these measures.

The St. Jude Medical Genesis neurostimulator is a short, thin strip that is implanted behind the neck. A battery pack is then implanted elsewhere in the body. Activating the device stimulates the occipital nerve and can dim the pain of migraine headache.

?There are a large number of patients for whom nothing works and whose lives are ruined by the daily pain of their migraine headache, and this device has the potential to help some of them,? said study author Dr. Stephen D. Silberstein, director of the Jefferson Headache Center in Philadelphia.

The study, which was funded by device manufacturer St. Jude Medical Inc., is slated for presentation on Thursday at the International Headache Congress in Berlin, and is the largest study to date on the device. The company is now seeking approval for the device in Europe and then plans to submit their data to the U.S. Food and Drug Administration for approval in the United States.

Researchers tested the new device in 157 people who had severe migraines about 26 days out of each month. After 12 weeks, those who received the new device had seven more headache-free days per month, compared to one more headache-free day per month seen among people in the control group. Individuals in the control arm did not receive stimulation until after the first 12 weeks.

Study participants who received the stimulator also reported less severe headaches and improvements in their quality of life. After one year, 66 percent of people in the study said they had excellent or good pain relief. The pain reduction seen in the study did fall short of FDA standards, which call for a 50 percent reduction in pain.

?The device is invisible to the eye, but not to the touch,? said Silberstein. The implantation procedure involves local anesthesia along with conscious sedation so you are awake, but not fully aware. There may be some mild pain associated with this surgery, he said.

Study co-author Dr. Joel Saper, founder and director of Michigan Head Pain and Neurological Institute in Ann Arbor, and a member of the advisory board for the Migraine Research Foundation, said this therapy could be an important option for some people with migraines.

?There were numerous patients who did benefit in terms of pain control and quality of life,? Saper said. ?We don?t have any universally effective therapies for migraine, so we don?t ever expect everyone to have dramatic results, but for those few that it works in, it?s life-changing.?

But, he said, ?it is surgical and there are risks to surgery, and there are unknowns such as how long the effects will last.? Risks of the new neurostimulation procedure may include infection and the device can sometimes dislodge. Saper has not received any compensation from the device manufacturer.

?Occipital nerve stimulation is a treatment of great promise for patients with intractable chronic migraine,? said Dr. Richard B. Lipton, director of the Headache Center at Albert Einstein College of Medicine/Montefiore Medical Center in the Bronx and a board member of the Migraine Research Foundation. He is not affiliated with the new study.

?Eliminating a full week per month of headaches is a huge gain for chronic migraine sufferers and translates into big improvements in treatment satisfaction and quality of life,? he said. ?This treatment will make a huge difference for millions of migraine sufferers with chronic migraine.?

The results do mirror what Lipton has seen in his practice. ?This shows that [the treatment] can give chronic migraine sufferers their lives back.?

Dr. Robert Duarte, director of the Pain Center at North Shore-Long Island Jewish Health System in Manhasset, N.Y., said that the new device should not be considered a first-line treatment for migraine, however.

?You need to be evaluated by a headache specialist, and make sure all treatment options are tried before installing a stimulator, but it is an option and there is definitely evidence that it works,? he said. Duarte is not affiliated with the new study.

?It is not a cure, but a treatment option that can reduce frequency and intensity of headaches in some people,? Duarte added. Doctors can also do a trial run using an external stimulator to see if it will work before implanting the device, he said.

SYDNEY (AFP) ? Rising metal prices mean Australia's five cent coin now costs more to make than it is worth, the government admitted Sunday, but added there were no plans to scrap the little piece yet.

The Royal Australian Mint in Canberra, which produces the copper and nickel coins stamped with the native echidna, or spiny anteater, has reportedly complained that they are so expensive to make they should be scrapped.

"With the rising prices of metals and some of the ingredients which go into the five cent coin, they've certainly reported that it's more expensive to make the five cent coin than five cents," Assistant Treasurer Bill Shorten said.

The circular five cent coin, which is 75 percent copper and 25 percent nickel, weighs 2.83 grams and has a diameter of 19.41 millimetres.

Shorten said it was too early for the coin, worth about 5.25 US cents, to go the way of the copper-based one and two cent pieces which were withdrawn in the early 1990s after inflation reduced their buying power.

He was concerned that donations to charities, which often receive loose change, would be affected and that retailers could react by rounding up prices, he added.

"The one and two cent coins went and the sun came up the next day, but there's no current consideration to scrap the five cent coin," he said.

BUENOS AIRES (AFP) ? Legendary Argentine football giants River Plate were relegated from the country's top division for the first time in their 110-year history, amid tears and scenes of violent mayhem.

The Buenos Aires team are Argentina's most successful club with 33 championships to their name, and their rivalry with Boca Juniors, based in the same city, is one of the most intense in all sport.

But there will be no Superclasicos next season unless the two sides draw each other in a cup competition, after River Plate were held 1-1 at home in the second leg of a promotion-relegation playoff with lowly Belgrano de Cordoba.

The Primera B side had won the first leg 2-0, meaning River Plate had to win by two clear goals to stay up under the play-off system rules.

The Millionaires, as the team are known, got off to the best possible start, Mariano Pavone scoring after just five minutes.

But they failed to settle and Guillermo Farre silenced the 50,000-crowd in the Estadio Monumental with an equaliser for the Cordobans in the 61st minute.

Pavone had a chance to put River Plate back in command with a penalty just nine minutes later, but his spot kick was saved by goalkeeper Juan Carlos Olave.

As violence erupted among supporters, referee Sergio Pezzotta brought the tie to a close on 89 minutes, giving Belgrano a 3-1 aggregate win and a place in history, as well as in the Primera Division.

Juan Jose Lopez's players, having brought their illustrious club to an unprecedented low on a cold winter afternoon, spent several minutes hugging each other, in tears, before leaving the pitch.

Belgrano de Cordoba departed under a hail of missiles from the home crowd, as firefighters sprayed water hoses into the stands to try to restore order.

The violence soon spread to the streets outside the stadium, where police used horses and water cannon to control furious fans, television footage showed.

The clashes left 68 people injured, 50 arrested and 15 vehicles destroyed, according to the Federal Police. Two officers were "in serious condition with head injuries from being hit by projectiles," police said.

About 2,200 police had been deployed for the match.

The 3,000 Belgrano fans who had made the journey to the capital were unable to leave the stadium for two hours, and it was another hour before the River Plate players and staff could do so, under heavy police escort.

"We will resist, we will reformulate the club from now on," said Daniel Passarella, River Plate's president, who captained Argentina's 1978 World Cup-winning side but who is blamed by some fans for the team's decline.

The club, named for the English version of the Rio de la Plata which divides Argentina and Uruguay, were formed in 1901 and earned their nickname in the 1930s, when their resources saw them acquire players from rival clubs for huge transfer fees.

As well as their domestic titles -- the last of them in 2008 -- they have won two Copa Libertadores, the Intercontinental Cup, the Supercopa Sudamericana and the Copa Interamericana.

Boca and Independiente are now the only sides never to have been relegated from Argentina's Primera Division.

15 die as Syrians march demanding Assad's ouster (AP)

BEIRUT ? Defying government guns, thousands of Syrian protesters poured down city streets and a main highway Friday to press demands for President Bashar Assad's ouster. Security forces opened fire, killing at least 15 people, including two children, activists said.

"Our revolution is strong! Assad has lost legitimacy!" a YouTube video showed protesters chanting in Zabadani, a suburb of Damascus, the Syrian capital.

Syria's streets have become the stage for a test of endurance between a 3-month-old pro-democracy movement, bloodied but resilient, and an iron-fisted but embattled regime. The latest round of protests and killings came as international pressure mounted on Assad.

"We will not stand by while the Syrian regime uses violent repression to silence its own people," British Foreign Secretary William Hague said after the European Union expanded sanctions ? asset freezes and travel bans ? to more members of the Syrian leadership.

The Syrian opposition says 1,400 people have been killed as the government has cracked down on a movement demanding an end to four decades of Assad family rule ? a popular uprising renewed each Friday after weekly Muslim prayers.

Five people were killed by security forces' gunfire this Friday in Barzeh, a Damascus district 3 miles (5 kilometers) from the city center, said the Local Coordination Committees, which track the protests. But Syrian state television offered another version, saying gunmen, otherwise unidentified, had opened fire on security personnel and civilians, killing three civilians and wounding several security force members.

Five other fatalities occurred in al-Kasweh, a suburb of the capital; four in the central city of Homs, and one in Hama, also in central Syria, said the Local Coordination Committees (LCC). Protests in several other provinces also came under fire but it was not immediately clear whether there were casualties, said LCC spokesman Omar Idilbi.

The group said the deaths included a 12-year-old boy, Rateb al-Orabi, killed when security forces fired on protesters in the Shammas neighborhood in Homs, and a 13-year old boy in al-Kasweh. The reports could not be independently verified.

In northern Syria, activists said at least 15,000 people staged a protest along the highway linking the country's two main cities, Damascus and Aleppo. Thousands marched in Amouda and Qamishli in the northeast and in other provinces, said Syria-based human rights activist Mustafa Osso.

Osso and the LCC both reported a few soldiers defected in al-Kasweh after security forces shot at protesters, resulting in a shootout between loyal soldiers and defectors. Syrian TV swiftly denied the mutiny report, saying the army wasn't even inside al-Kasweh Friday.

The report from Osso, which he said came from protesters and other area residents, could not be independently verified.

In Hama, activists said, a massive protest took place in the city's main Assi square. Online footage showed huge numbers of people gathered, many waving Syrian flags and crying for the regime's downfall. A large purple banner was unfurled over a building, reading: "Long live free Syria, down with Bashar Assad."

The video and other reports from inside Syria could not otherwise be confirmed, since the Damascus government has banned all but a few foreign journalists and restricted local media's reporting.

In a speech last Monday, Assad said the disruptive protests threatened to damage the Syrian economy. For now, he can count on the support of Syria's small but growing middle class, which has seen life gradually improve since he began opening up the economy. But if the economy crumbles, Assad could find his main base of support eroding swiftly.

"The economic problems Syria is facing are a direct and predictable consequence of the Syrian authorities' decision to chose repression over reform," Britain's Hague said.

The military's recent sweep through northwestern Syria, where armed resistance flared in early June, has sent more than 11,000 refugees fleeing across the border to refugee camps in Turkey.

Osso said those who did not flee on Thursday, as Syrian troops advanced right to the Turkish border, were arrested ? some 100 over the past two days.

Turkish Foreign Minister Ahmet Davutoglu told reporters Friday he had conveyed Turkey's "concerns and thoughts" about the border-area military operation in a telephone conversation with his Syrian counterpart on Thursday.

He said he would continue to talk to Syrian officials to ensure that "reforms and peace are brought about as soon as possible."

"We hope that Syria is successful in renewing itself in a stable manner and comes out of the situation stronger. We will do all that we can to help," he said.

Greece meltdown is top issue at EU leaders summit (AP)

BRUSSELS ? Greece's financial meltdown overshadowed yet another European Union summit on Thursday, forcing leaders to discuss new ways to get the country back on its feet and protect the euro.

Eurozone governments earlier this week delayed any final decision on new aid for Greece until July 3, when they will know whether the parliament in Athens backs massive new budget cuts, government asset sales and economic reforms.

But the first victim of Europe's debt crisis will still dominate discussions Thursday, for without the next euro12 billion ($17 billion) bailout installment Greece will default in mid-July.

European Commission President Jose Manuel Barroso will urge leaders to help Greece access billions in EU development funds to create jobs and make its businesses more competitive.

The funds are designed to help underdeveloped regions catch up with richer parts of the 27-nation bloc. About euro15 billion ($22 billion) is still available for Greece until 2013, but the country is struggling to prove it can use the funds well and come up with matching financing.

However, Barroso's last-ditch attempt to sweeten the new austerity measures Greece must pass faces serious resistance, as some countries are reluctant to make any concessions to Greece before the parliament vote.

"We are ready to look into it in a constructive way, how we can do something in a wise manner?" said a German government official. "But the precondition is that the austerity measures pass the Greek parliament before."

The official declined to be named in line with department policy.

Other, poorer countries are likely to frown at easing the rules for just one country.

Leaders will also take another look at finance ministers' decision to ask banks and other private creditors to share the burden of a second massive bailout for Greece, on top of the euro110 billion ($158 billion) the country was granted a year ago.

The German official said discussions with banks have already started, adding that the eurozone was in close talks with rating agencies and the European Central Bank to avoid triggering a negative rating.

If rating agencies declared Greece to be in partial default of its debts that could spark panic on financial markets, hurt Greek and European banks and endanger other EU nations struggling with heavy debt.

EU President Herman Van Rompuy will also make a push for eurozone leaders to give an even clearer sign they will fund a second rescue package for Greece as long as Greece manages to push through the new austerity measures in a June 28 vote.

The International Monetary Fund, which has provided about one-third of the European bailouts, has made continued financing for Greece a precondition to paying out its share of a euro12 billion ($17 billion) installment of Greece's first rescue package.

Despite all these efforts, however, many financial experts believe that Greece's debt burden is too great in the long term and the country is heading for an eventual default.

The divisions among EU countries are reaching beyond the problems of Greece. Another key item planned for the summit ? the formal appointment of Mario Draghi as the new president of the ECB ? may be put off as fellow Italian executive board member Lorenzo Bini Smaghi has so far refused to leave his post.

The French, who with the departure of current ECB President Jean-Claude Trichet on Oct. 31 would not have a representative on the board, will only support Draghi if a Frenchman or a woman takes over Smaghi's spot.

European finance ministers, the European Parliament and the board of the ECB have already backed Draghi, but without the formal approval of the leaders his appointment will not be valid.

Obama voter support from oil tap could be fleeting (Reuters)

WASHINGTON (Reuters) ? President Barack Obama stands to win a bump in voter support for his decision to tap emergency oil reserves, but the gains from lower fuel prices run the risk of evaporating before next year's election, political experts said.

The United States agreed on Thursday to release 30 million barrels of crude from the Strategic Petroleum Reserve as part of the Paris-based International Energy Agency's plan to release 60 million barrels to protect the fragile global economy.

"What shocks me about this move is its timing," Jeremy Mayer, an associate professor at the School of Public Policy at George Mason University, said about the administration's decision to release oil.

"This is so far away from the presidential election (in November 2012) that I don't think it makes political sense to do this."

A slew of bad headlines on the economy may have pushed Obama to attempt to burst the speculative oil bubble. Republicans have blamed Obama's environmental policies and his hopes that alternative fuels like ethanol and battery powered cars would cut oil imports for high oil prices.

The stubbornly high unemployment rate above 9 percent, fears of a double dip recession, and the weak housing market are plaguing voters just as Obama embarks on the reelection campaign.

A Reuters/Ipsos survey earlier this month showed 60 percent of Americans thought the country was on the wrong track, with high gasoline prices as one of the top reasons.

High gasoline prices act as a tax on drivers and unlike other economic indicators they are reminded of them every time they drive past a filling station.

"The administration is trying to put a stop to this cascade of negative news which is damaging Obama's chances," said Larry Sabato, political science professor at University of Virginia.

He said Obama may have been seeking to catch a ride on a fall in U.S. oil prices which had already dropped more than 15 percent from their peak at the start of May.

"This allows the Obama administration's to claim credit for the fall in oil prices. They can say 'we took dramatic action,'" Sabato said.

MEMORIES ARE SHORT

Dan Weiss, an energy and environment expert at the Center for American Progress, said lower fuel prices resulting from tapping the reserve could save Americans $95 million to $133 million per day. "This reduction will act like a tax cut for American families," he said.

David Goldwyn, who headed international energy affairs at the U.S. State Department until early this year, said the Obama administration needed to act to stave off any additional economic damage from an anticipated supply shortage in coming months.

He said Saudi Arabia and other OPEC members have not been able to respond to demand from oil consumers.

"(The White House is) taking lead from IEA and anticipating what would have been a summer spike that would have further eroded recovery and trying to get that supply on the market in a timely fashion," he said.

While prices may ease now, long term political gains for Obama may be elusive.

"Memories are really short," said George Mason's Mayer. "People could forget this move to tap the SPR, or it could have been worse than doing nothing." He said if oil prices fall now, but go up again next summer, it may be hard to use the SPR again to control prices, and Republicans could hammer Obama for not controlling prices in the long term.
